Various parts of the system apply pop-up behavior and the browser could display messages saying that pop-up is not allowed.

Then you need to select „always allow pop-up from this site“. After that you will not see this kind of message anymore.

 

Some third party toolbar's in the browsers could also block pop-up windows (e.g. Google toolbar). Then you also need to disable pop-up blocker there.
